Luciana Carpinacci, National Director of Transparency Assessment Policies, Access to Public Information Agency, Argentina
Short Biography

Luciana Carpinacci is an expert in public policy evaluation and institutional transparency. She holds a degree in International Relations from Universidad del Salvador (USAL) and a Master’s in Negotiations and International Relations from FLACSO and the University of Barcelona.
She currently serves as National Director for Transparency Policy Evaluation at Argentina’s Access to Public Information Agency. From 2020 to 2022, she was National Director for Capacity Building in the Chief of Cabinet of Ministers, where she led initiatives to strengthen public sector management and institutional governance.
Ms. Carpinacci is also a lecturer and researcher in postgraduate programs on public policy evaluation and planning at the University of Buenos Aires (UBA), the Pontifical Catholic University of Argentina (UCA), the National University of Lanús (UNLa), and the National University of the Chaco Austral (UNCAUS).
Her work focuses on fostering evidence-based decision-making and enhancing transparency mechanisms across government institutions. She has extensive experience in designing evaluation frameworks and building institutional capacities.

Dr. Natalia González Bañados, President of the Council for Transparency of Chile
Short Biography

She is a lawyer from the Universidad Católica de Chile, Master in Law from the University of Chicago, fullbright CONICYT and University of Chicago scholarship holder. From 2002 to 2006 she worked as an associate lawyer at the judicial firm Carey y Cía Ltda, in corporate and financial law.
Subsequently, she served as a legislative advisor in the Ministries of Finance (2006-2007 / 2010-2011), Planning (2010) and Energy, participating in the design of public policies and the negotiation in the National Congress of several projects of social policies, capital and financial businesses, electrical law and regulation of electrical generation and distribution.
Between 2012 and 2014 she joined the Libertad y Desarrollo team as Director of the Legislative and Constitutional program.
Later he worked at the newspaper El Mercurio, at the consulting firm Hohmann, and worked at the Universidad del Desarrollo as Director of the Center for Regulatory and Business Law. She currently works as Director of Public and Legislative Affairs at Libertad y Desarrollo. Also, she was member of the Expert Commission to prepare a preliminary draft of the new Constitution of the Republic of Chile (March to November 2023). In 2020 she was elected councilor of the Council for Transparency for six years, and since April 2025, she is President this Council.
Mijael Kaufman Falchuk, Elected Representative of the Public for the Escazú Agreement and Co-founder of Consciente Colectivo (Argentina)
Short Biography

Mijael Kaufman Falchuk is a lawyer, professor at the University of Buenos Aires, Argentina, and an activist in socio-environmental issues.
He is one of the six Elected Representatives of the Public for the Escazú Agreement and the only young person in this role. Through his initiative, he has traveled to more than ten regional countries over the past two years to engage with civil society, local communities, and different sectors to promote the Escazú Agreement and its importance. He is the co-founder and director of Consciente Colectivo, a youth-led socio-environmental organization in Argentina. He has spoken at his country's National Congress, United Nations Forums, and various academic and civil society spaces.
He is an idealist who believes that we can inhabit a world where human rights are not a utopia but a reality in every corner of Planet Earth.

- Negotiator and President of the Support Committee for the Application and Compliance of the Escazú Agreement
Joara Marchezini, Project Manager at Nupef Institute and Elected Representative of the Public for the Escazú Agreement
Short Biography

Joara Marchezini holds a Master's degree in International Humanitarian Action from the University of Deusto, Spain. Her postgraduate degrees are in Human Rights and Democracy and Human Rights and Diversity and Violence. She has a degree in International Relations.
She is currently the Nupef Institute's Project Coordinator and expert in access to information and transparency, with more than 12 years of experience.
She is an elected Representative of the Public for the Escazú Agreement, actively participating in negotiation meetings since 2013.
